It is based off of the current Lucy data though. I am not saying what you have showed here is wrong, I am saying it is unreliable. It could very well be pulse based but it require some research to find some old sources.

EDIT: I had a bard twink on live and for some reason I am remembering the original manasong being pulse based, and thus I much preferred the version they added later that gave the HP/Mana regen buff.
