All spells landed. Every spell has a chance to land even with 500+ mr. Whirl till you hurl had a chance to land in pve, pvp, back then, today, tomorrow etc...just like every other spell ever made in EQ.

Yea dude, you're so right. Clerics can mem like 10 stun spells by level 60, they just fill their entire spell bar with stuns + blind then spam them all so their target can't do anything. Oh wait, that never happened, not a single one of those spells ever landed unless you were level 10 with no resist gear.
