The best way to make PP at level 60 is
  1. Join or form a top tier raiding guild
  2. Gain the respect of peers and become an officer
  3. Create policies that heavily favor guild banking valuable loots
  4. Position yourself to be treasurer
  5. Become guild leader
  6. Merge guild with another guild
  7. Strip guild bank during merger
