Game Mechanics: Low level magician research problem

Trying to research Minor Summoning: Water, a level 16 spell, fails with the message, "You cannot combine these items in this container type!"

From the game resource thread info, I think this should be working:
[You must be logged in to view images. Log in or Register.]

I also get the same problem when attempting to do practice research to get Practice Rune Azla:
[You must be logged in to view images. Log in or Register.]

My character may just be bugged. I have the research skill at 27, which I understand to not be possible at level 16.
