Sword of Nobility / Ghoulbane - req. level?

I got my hands on the ghoul's heart from our Unrest group yesterday at level 21. Reading through the rest of the Sword of Nobility quest on the wiki it shows "minimum level 30".

Does that mean I can't complete the quest until 30 (NPC's won't hail, or will eat turn-ins)? Or just that I'll have difficulty completing it before getting to level 30?
