Can't even launch the game

I haven't played in admittedly probably like 8 months, but I tried to start it up today and my desktop shortcut I have just says "You cannot attach a debugger while playing Project 1999"

I'm a computer literate but not computer savvy person, and I guarantee I'm not running a "debugger" of any kind or have any idea how to run one if I did.

Might Avast or something be messing with it? Even though it never did before?
