Hmm, afaik tho procs are not affected by haste. Weapon procs are based on dex, and spell proc (like vampiric embrace) are based on the spell. In both cases that generates a "proc per minute" ratio and that's what you get on average no matter if you hit 10 or 50 times in that minute.
