Have a GM event where all the powers of Norrath come together in the shocking aftermath of The Sleeper's awakening; the giants, the dragons, the ring of scale, Mayong and his agents... They understand the danger The Sleeper presents to all.

The first step they make is to punish those that woke him. Make an example of them.

These NPC factions put a bounty on everyone involved in waking the sleeper.

Flag everyone that woke the sleeper PVP as one team. All other characters on the server are the opposing team.

Every time a sleeper-waker is killed they drop an item which can be turned in to different faction npcs for different trivial rewards (vampire blood pots from mistmoore, cazic gate pots from CT lizards, thurg pots from dwarfs etc).
