The pre-nerf staff is castable from inventory so any class can use it. The post-nerf has to be equipped and is thus only usable by DRU SHM and CLR (I believe those are the only 3 classes that can wield it).

The robe eventually has regrowth (worn) removed, and since it's not replaced with a different item I would guess that it's a retroactive nerf.

OP:
Runed Fighters Staff (or is it battle?) 19/20 Mnk only 2hb eventually gets removed and replaced with a 38/40 (same ratio, but a weaker staff DPS wise because the dmg bonus gets applied less often).

Runed Fighters Staff was actually originally Monk/Warrior but I think the ones dropping on P99 are the nerfed Monk only version [You must be logged in to view images. Log in or Register.]
