Now that I think about it, allowing 15 minutes after pop for FFA is probably too generous and could also be used to push windows back. Christ, people don't even give 30 seconds for a Hadden FTE (remember that thread? lol). Shouldn't the expectation be you have had 20+ minutes to gather folks so as soon as she pops you hand in? I can understand a little leeway as this is a big moment for a lot of people, but even 2 minutes should really be overkill. As you said, expectation is to try to keep her spawn time as close to the same as possible. I don't know what the number should be here, but I think 15 mins is definitely too much.

Allowing for a "forfeit window" is considered an upgrade from the past. In the past, there was no such thing. Installing one now helps field test this new system, and if people find a way to abuse having this "forfeit window" we can re-visit then. However, since this new system has been in place no one has really abused it. The winners have turned in within 3 mins of her spawning.

Lastly, assuming the time you have to actually roll is still 60 seconds? Such as from XX:00-XX:01 or XX:30-XX:31? See no mention of that in the unofficial proposal.

This last issue of "roll time" was something I didn't address, true. Because I'm asking the community to be reasonable and flexible with how long the "roll time" is considered open, and when the roll opens. Last few days there has only been 1 person rolling. How long and when the roll window opens can be handled from, within reasonable time span, of the respected roll times of XX:30, and XX:00. If there are 3 people there at XX:30 and everyone agrees yeah this is enough rollers, then roll. You don't need to wait 5 more mins for more people to show up.
However, I don't think this "roll timer window" should be a big problem with the turn-out I've been seeing since this went into effect.
