Iksar Necro Skullcap Rank 2 Issues

So I've been following one of the necro guides which said not to bother with tailoring since it takes too much money to start up. I'm now level 5, have both tapestries, but I only have 5 points in tailoring. The tailoring guides I read say that I need to get to 21 before I can actually level tailoring without a Guild Master.

So am I stuck pretty much at this point? Do i need to wait another 4 levels to get my tailoring to 21 and be able to start work on this? Can I combine these tapestries <21?

I've tried asking around FOB and Cab East for help on this but haven't turned up anything yet.

Any help would be appreciated.
