Run speed in newbie zones different...

So it seems since about the patch before the last on my laptop my run speed is really slow in newbie zones. It seems to be ok in regular zones but in newbie zones even with sow on it seems I am running reallly slow and when I jump its like there is low gravity.

This never used to be an issue and I have never had this problem since that one patch?

The laptop is a Dell Inspiron E1505.

OS- windows xp professional
Processor- Genuine Intel(R) CPU Single Core T2300 @1.66 GHz
Ram- 1022 MB
Video Card- ATI Mobility Radeon x1300

Any help on this would be appreciated. Kiting Specs with this run speed sux
