Complete loss of Action Bars

I assume you're talking about the Hotbars? I'm not sure if you've tried these before, but try toggling the action bars via their key bindings. Alt+O | Keys Tab | Select Category Hotbar x | "Toggle hotbar x window" set it to a key | then try toggling the hotbar?

Could it be that you've drug them off screen? Try changing the resolution to see if they're off screen somewhere.

Have you tried loading a different UI? /loadskin then select a different UI, I'm not sure if "keep your layout" works here but unselect it anyways.

If you open up your character UI file ..\<eqdirectory>UI_<charactername>_project1999.ini and search for [HotButtonWnd4] (or 2 or 3) there are a bunch of resolutions listed in that section, find your resolution and see where it has placed your hotbar. For example, on this laptop below are my settings for hot button 4. If I change the below Red numbers (that's my current EQ resolution) to say XPos1500x850=588 and YPos1500x850=160 it moves the bar's position on my screen when I log in.
