No, I think Nickelodeon pioneered that with things like Rugrats and Ren & Stimpy and ultimately Sponge Bob. I don't even want to know what they have now :c Cartoon Network made good shows like Powerpuff Girls & Jonny Bravo. CN also kept airing Looney Toons and Merry Melodies also my with other classics for a long time along with the fantasticness of Toonami for older adolescents ^^
