The Willsapper item should not drop every time. It is marked as Very Rare on ZAM.

Currently the Willsapper appears to be under the same code as the Vaniki Heart, which should and is dropping everytime (ZAM: Common )

Do you have any evidence/comments saying someone killed him without the Willsapper dropping?

The "Rarity" tag doesn't necessarily reflect the % chance of dropping. You'll notice Vaniki's Heart has a "level to attain" of "55" versus the "60" for Willsapper. Part of Willsapper being "very rare" is the wacky spawn time of Vaniki and desirability of it.

He spawns about every 4 days realtime. Always has the Willsapper. Its stats are now:

9ac 35hp
Energy Sap - 35% Slow
1.9 WT
Primary only, same class/race allowances.

Magelo lists a drop rate of 100% for both items. (Granted the entry date on the modern site is 2011)
