Spend about 1k to buying your way to 180 research.
Redo Staff of the Wheel quest and you have your spell. If you wasted your points on something stupid then GL trying to obtain this. If I am not mistaken they nerfed the rune of astral and rune of frost that drops from the planes so that they will not combine and the runes given by the staff of the wheel quest yield no drop runes which when combined yield a no drop Ice Comet spell.
