How, exactly?

Militarily? Until ABMs become a reality, no one is starting a war with any country that possesses ballistic missile submarines. It would be an act of pure insanity. Funnily enough, Obama's miserable foreign policy involves fomenting a revolution in Ukraine, which is adjacent to the nation with largest nuclear stockpile in the world, and giving the religious nuts in Iran nuclear weapons (the one country stupid enough to start a war of mutual annihilation).

Economically? Scaling back US bases abroad would save money which could either either fund tax cuts or more worthless social programs.

Politically? Who cares! Even the normally militarily challenged French can defend themselves, given that they have nuclear ballistic missiles (see #1). Perhaps the EU would veto the TTIP . . . which would be a very, very good thing for citizens everywhere, if not for the 1% who own all the stock in multinational corporations. There would be a lot of noise out of Europe but at the end of the day it wouldn't really matter.

So leaving NATO (or inviting Russia!) or otherwise reducing the tensions in Eastern Europe would be an obvious political win. I don't have a lot of hope for Trump here, though. More likely under his Presidency would be Trump(tm) Nuclear Submarines, The 25th Armored Division (Trump) etc.
