Sega systems all had something in common, they were very complex to program. More could be done with them, but the complexity required wizard programmers, something that just wasn't in great abundance, especially if the market pulled them to better selling systems with higher game distribution. Nintendo and Sony programming specialists could crank out the titles, while good Sega programmers were just harder to find.

This sounds like another critical issue for Sega. It makes sense considering how few games were ported to Dreamcast. I think its fair to say in retrospect that developers were absolutely avoiding Sega.
