Its a volunteer system. This is all old news though that has been discussed on these boards about how this scumbag abused the system. All I can say is that he and his ilk will be easily identifiable should there ever be a day of the rope (hopefully not as most people don't realize just how a power vacuum is an excellent way for power to be consolidated through force).
