Quest Issue: Staff of temperate flux

Hi, ok so I collected all the items that you need for the staff.

1. Heart of fire
2. Heart of Frost
3. Rod of Bone
4. Darkwood Staff

I tried handing them into Gardern in the Sol Ro temple all at once. He didn't accept them and would hand them back to me saying he didn't need them.

So then I tried handing them in seperately and the same thing happened.
