To prevent Zerg guilds, you must have meaningful rewards for PvP that rival or are better than pve drops. That way people will always want to be on the team with the most pvp targets like on zek.

Same issues for me as what Colgate touched on.
Pvp rewards don't really work in current day emus IMO. Ideally GM time should be spent on punishing exploiters and rulebreakers, and not wasting time policing a custom-made pvp system and trying to figure out who's gaming the system (i.e. Everyone)
When it takes 5mins to start a new char on a brand new account that's free, the level of asshattery will always be high. The more rules and custom stuff, the more wiggle room for exploiters.
