It's attainable quickly, if you have plat to buy the scales (~200k for White, ~30k for Red). Otherwise you'd need to join a guild that kills Vox/Gorenaire for the White and Nagafen/Talendor/Nortlav for the Red.
Even the more casual raiding guilds kill those targets, but they might have a line of bards waiting for them. P99 has a TON of raid guilds, more than any classic server. Even though Velious is out, Epic targets and epic quest items are still hotly contested because the hardcore guilds pretty much had a monopoly on epics gained from Raid mobs until 8 months ago.
