We can make an NPC not spawn, but we cannot change particular elements about it for just one server.

So make a copy of the NPC, make the changes.. restrict it from spawning on normal servers and only spawn on the progression server.

Devs at SoE are retarded. But whatevs, their incompetance results in our success.
