Even notice how the dems lost majority seats over both the house and senate since that point in time. Which is also a big reason for all the fighting in the Rep party right now, as many of them lied and didn't do shit about it once they got in.
Additionally, it is constantly manipulated, revised and rewritten. It was classified as a tax by the supreme court, and since it's passage, it has evolved.
