Enchanters:
--- Lowered recast time on Visions of Grandeur

Lucy has the recast time at 3 seconds, as well as absolutely every other source that I can scrounge around and find.

I cannot find anywhere that explicitly states that the recast time was lowered from 16 to 3 seconds--only that the recast time was lowered.

I also cannot find any other mention in patch notes of VoG recast time ever being changed again.

Ergo, we can assume that VoG recast time was lowered from 16 to 3 seconds in Feb, 2001?
