Those are your buff slots! You can turn the window off if you want (alt+b, I think) but I don't recommend it.

Those aren't the buff slots, those are the bard song slots that don't ever get used on p99. There is a way to hide them but i don't remember the keyboard shortcut off the top of my head. If you go into your options and scroll through all the keybinds you should find it eventually.
