thurgadin MQ query

if toon A holds the kael drop that toon B wants.

DO both need faction for the hand in ?

Assume toon A hands in armour first, then toon B hands in the gems and recieves the armour.

It would be logical to asume toon A doesnt need the right faction....toon B does ofcourse.

However i know that EQ aint coded in a logical manner!

any idea on this?
