If VS or Sev is the only show in town that night you can bet guilds that haven't been sniffing around will suddenly show up.

Shortening the windows just means its less of a full time job to raid. Overlapping content is a better way for smaller guilds to secure shots at targets, it's the same reason why earthquakes are so relevant, it forces guilds to prioritize and choose.
more regular server resets (like on live) would end this discussion about variance IMO. 3 weeks is the longest we should go without a server reset.
