Chaos happens when trains occur and the culprits do not step up and concede.

In my opinion, that's the critical issue at hand. Guilds are refusing to self police. That would go a long way towards fixing an already toxic raid scene, so that GMs won't have to get involved, which they eventually will.

Guilds self policing and admitting wrong doing would go a long way to a more conducive raid environment [You must be logged in to view images. Log in or Register.]
