Rogean came from a competitive raid scene server, he sets the rules, Sirken merely enforces his wishes. Rogean has no interest in a "first in force" rule set so he'd never decree it. The only work around to this would be if all the guilds got together and agreed on a rule set, however I don't see Rampage hamstringing their pixel intake unnecessarily for the good of the server.
