Returning- what's changed?

What has changed with Velious release? I have a low 40s cleric and brand new rogue I'm playing with on red. Are people in the 40s xping in Velious now? Not sure where I should run my cleric that would be good xp spot. Need some cash for spells, and like to be near a bank to keep my cash out of the hands of PKs!

Leveling on my rogue seems harder than I remember. Where are the groups for very low level? Getting to the point where blues are killing me half the time lol. Guess it doesn't help that it's off hours right now.

Anything else I should be aware of? Still trying to get the hang of things again.
