I believe, roots should overwrite any root. IE a level 5 Grasping Roots should overwrite a level 56 Engorging Roots. Example:

So basically you were able to root a mob with a high level root and then overwrite with the low level root during Luclin. I'd imagine it's the same as classic. Root is just root. It's not something like a snare or slow with a percentage where the game takes the highest.

In summary - This is working as intended.
