Have all "server first" raid kills gone off like this where the mob wasn't performing its special attacks properly? That seems to be the case but I could be wrong.

That would be incorrect on every raid mob aside from Mayong Mistmoore and Inny... but the first two kills on Inny didn't get counted, so the 3rd kill I guess was the 'server first' kill and he worked properly then.

Naggy worked, Vox worked, CT worked, Draco worked.

Maestro worked when trans lost their kill on him, the time after that he didn't work, and the time after that he DID work.

Regardless, seems the issue has been fixed according to the patch notes.
