That's not how threats work.
Being conditional on someone else's actions does not somehow make a threat a non-threat.
Ex: "If you touch my daughter, I'll fucking kill you." <-- this is a threat. Whether or not the recipient intends to touch the speaker's daughter is irrelevant: it's still a threat.
