That is a true statment.
However, regardless of how long kunark was out the P99 devs coded the top end raid encounters to require higher numbers. There are raid mobs still that are not a sure win or have not been able to be killed yet.
I saw 375 on lastnight and i usually see empire 75-85. That leaves about 300 chars to recruit and compete but obviously not all 300 are lvl 60. so just take 1/3 of that.
Empire is strong and organised but not really better at the game. There are 3 factions that typically field 20 members. TMO, Scum, Friends but no one wants to lead and compete.
Guarantee if Empire got banned the 3 factions would some how slowly become one and start fielding numbers that empire is in order to kill raid content
