Yes, on Kael binding. Since it was a city you could anywhere. People on live would bind inside the arena and suffer no death penalties and bind rush stuff. This thread indicates the dynamic time patcher can't modify bindable areas, so they are in final form.

The prior patch to that one bugged Donals BP to have limited charges and then it wouldn't work anymore. They then reverted it to unlimited.
