HQ Bear Skin (and who drops them)

A little confused about this - http://wiki.project1999.com/High_Quality_Bear_Skin

The wiki does not include any of the Karanas, though it has brown bears and I believe grizzlies as well. It does however, include Qeynos Hills (a brown bear).

To further add to the confusion if you actually click "A Brown Bear" entry http://wiki.project1999.com/A_brown_bear

HQ Skins are not on the list of possible loot for it but it is there on the entry for A Black Bear which is the same level. Is this just more hate on us west-coasters?
