If I have some time I will try and get around to making a guide for getting keyed for Cobalt Scar. It's fairly simple.

Step 1) go to drake dude in skyshrine (invis, go through gate, take right turn, follow left wall, there you are). Say "I am worthy". You do not need skyshrine faction, he's indiff. If there are other guards in room just do the hand in quick and run to zone.

Step 2) run to Kael. Find Wenloks or whatever his name is, giant sorcerer dude. Give him 200p+item that drake gave you. You do not need kael faction, he's indiff. If there are other guards in room just do the hand in quick and run to zone.

Step 3) run to Skyshrine and turn in the item Wenloks gave you to the drake. Done.
