Unable to use number pad with chat

I am unsure if this is how it is for everyone, but for what it is worth my number pad acts the same. I feel like I remember this always being the case.

Not sure if it's expected or not. Hopefully it's something that's fixable. Kind of sucks when trying to type numbers.
