From what I see, there were 3 skeletons wandering there. 2 of which can spawn the glacier bear, every 8 hours.

Pending update:
The 3rd skeleton will be static.
so I have been in cave for close to 2 days now and have only seen 2 wondering skeles total

are you sure this isn't broken?
