Same thing that happened to Hokuten, Fresh, and now TMO...

Toxic Azrael usurping legitimate, upcoming guilds.

Empire left TMO alone and offered support while GG (Azrael) griefed them in Planer raids.

Now TMO is stalling out because they are harboring Azrael futitives of the Empire...
