Is that really against the rules, though? Sounds more like a turnabout is fair play kind of thing. Especially if he got there first. Nothing stopped the new buyer/seller from killing brother and eventually getting a new hasten to pop.

It's not against the rules, but it makes him look like a tremendous petty asshole.
