Game Mechanics: Rivervale Faction Issues

Some NPCs in Rivervale, and misty seem to be on no faction at all, I have max faction with GuardiansofTheVale, Mayor Gubbin, and Deepockets, and I am still dubious to the misty wall guards, as well as to Marshal Lanena, Marshal Anrey, and Marshal Ghobber (making the wall squad ring quest impossible). I am also threatiningly to Bouncer Bogglebin when I should be max faction.

On a similar note, if I keep killing goblins or doing some quests, it says my GuardiansOfTheVale faction can't get higher. But if i turn in DeathFist Slashed belts to deputy Budo, my faction still goes up.
