Colgate are you an absolute retard? The server sits at 10-25% blue pop. Blue is at over 1600 pop at times so it should in theory be hitting 400 pop on red.
It has nothing to do with your corrupt ass guild and everything to do with exp bonus, uncontested pixels without fte and cross server plat trades. I remember when red was a 3 guild server before the exp bonus was pulled and red went up to 30% of blues pop while nihilum was still around.

The server never had close to the current population after the initial drop.
Nihilum was in control of the server during massive exp bonuses as well and the server never went up in population as it did with Holocaust/Empire in control.
Empire is definitely a more friendly and easier guild to get established in than Nihilum was. Nihilum also didn't try as hard to recruit from blue. Empire did have the help from GMs recruiting blue players though.
