The final version (Kunark - Modern EQ) is what I am suggesting here. NPC/Pets should use the Weapon Damage and ignore the delay. The reverse of the above situation. In our timeline, the Weapon Delay should NEVER impact Pet/NPC attacking, its not classic unless we are looking at 1999, Pre-Kunark stuff.
