There's a difference between petitionquesting over genuine grievances and petitionquesting over bullshit or frivolous stuff. Azrael, in addition to petitioning people for saying naughty words in tells (words they use all the time, but nobody cares to petition them), also has demonstrated numerous instances of fabricating the existence of trains and trying to bait people into LNS violations.
I think every petition should cost you 10k plat or something like that. If it's found not to be frivolous, you get your money back.
