Simply put, the pixels are flowing from Empire. Just as they did from nihilum, They have some of the same players/leaders with a infusion of former top 'resistance' players. As long as pixels flow, people will inevitably end up there. People come to this server for all different types of reasons, PVP has taken a back seat on the server for a VERY long time since Nihilum had control of the server.

It is true that if a new guild, or existing one that isn't empire downed a few bosses/dragons. The loot WOULD literally split the guild apart or at the very least cost said guild a few members. The difference is, in Empire you simply put in work, and eventually you gradually obtain loot without having to fight tooth and nail. In guilds that MIGHT be able to snag fay, or tal, or naggy vox, ragefire, whatever even PD. You will see oldschool members clashing with newer members ~4-9 months recent. With OG members thinking they deserve loot more, because a year ago they went all out but have only logged in for 5 mins a day for the last month until loot drops.

I am sure Empire has the same issues Nihilum did, with a ever-rotating list of recruits. People who came to red to play and have fun see content, got burned out. or sold off and went back to blue because they couldn't handle it etc. Many different reasons. They might be a 'zerg' but I am willing to bet at its core that they are only ~30 strong holding it together.
