Character Creation/Spell effects are outdated

When I get to the character Selection screen it says my spell effects are outdated an wont allow me to make a character. I followed the getting started guide and did everything but install the Velious UI because the link is broken. Does anyone know how to fix the outdated spells I extracted the Project 1999 Files (V36) to my titanium but still says spell effects are outdated. its SP1 Error

Any help would be appreciated thank you.
