Once there is a Fear revamp, this item will drop off the Golems in Fear instead of Cazic Thule. This means more will be dropping more often.

However, the Fear revamp did not happen on live until three months after Velious. It is unknown when this server will have the Fear revamp.

Some people have claimed that the Golems will not drop as many as they did on live, but this is just speculation, as I've not seen any official stance from the GMs in writing.

I heard that they were thinking about not putting these on the golem's loot table to prevent more RMT. Not sure how true that rumor is but it would make sense.
