holo always gonna hide behind the excuse of "its ur fault, therefore we're justified to recruit as many as we want". the option to split up into smaller, reasonable sized guilds is always there, but we all know that isnt what people in holo want.
it's just zerg mentality at the end of the day, easy way to pixels, and that's what people want.

Sorry but being so lean that it hurts the guild overall when 1 person doesn't answer the 6th bat phone is not fun.
We played in heresy together. That was fun. But we were not a raiding guild. To be a raiding gear you need to account for attrition and continue adding. Does that mean all warm pulses? No. I'm sure holo would be just fine if they put some more stringent reqs like 55+ or gear/ffaction/kkey requirements.
But please don't get mad when you choose the former and then get left behind in the big scheme of.server progress.
